In 2018 Sen. Spruill was named Virginia Orthopaedic Society Legislator of the Year! Presented by Dr. Wilford Gobson of Atlantic Othopaedic.
Sen. Spruill was presented with A Dog's Best Friend Award by PETA for legislation introduced in the 2018 General Assembly Session. He also received the Thomas Ammons Award by the Norfolk SPCA for 2019

The Honorable Lionell Spruill, Sr., is a member of the Virginia Senate representing the 5th District which represents part of Chesapeake and Norfolk. Previously, he served as the House of Delegates representative, serving since 1994. That district covered parts of Chesapeake and Suffolk.
Senator Spruill was born in South Norfolk, on December 28, 1946. He was one of 15 children. He retired from Bell Atlantic as a Central Office Technician. His educational background includes Carver High School and Norfolk State University with an Honorary Doctorate of Laws.

Religiously, Senator Spruill is a Methodist holding lifetime membership at St. Joseph A.M.E. Zion Church, Chesapeake, where he currently serves as Chairman of the Trustee Board. He has done a great service to help churches throughout the Commonwealth and beyond.
Civically, Senator Spruill was the organizer and past president of West Munden Civic League; South Norfolk Civic League; Hollywood Civic League; and Georgetown Civic League. Due to his community service in the civic leagues, it led to his appointment to the Chesapeake Planning Commission where he served as Chairman. In 1988, he was elected to Chesapeake City Council, where he served diligently until 1994, upon election to the Virginia House of Delegates.
Senator Spruill was founder of Chesapeake’s first Block Security Program, and a Life Member of NAACP, Norfolk NAACP, The Chesapeake Men for Progress, Fourth Congressional District Committee of the Democratic Party of Virginia, and served for seven years as a member of the Democratic National Committee.
Fraternally, Most Worshipful Past Grand Master of Prince Hall Grand Lodge of Virginia; Past Master of Providence Lodge #189; and Sigma Pi Phi Fraternity Beta Lambda Boule.
He is the proud father of one daughter – Nadia, three sons – Lionell, Jr., Clayton, and Tony, and grandfather to six grandchildren.
