The Honorable Lionell Spruill, Sr., is a member of the Virginia Senate representing the 5th District. Previously, he served as the House of Delegates representative, serving since 1994. The district covers parts of Chesapeake and Suffolk.
Delegate Spruill was born in South Norfolk, on December 28, 1946. He was one of 15 children. He retired from Bell Atlantic as a Central Office Technician. His educational background includes Carver High School and Norfolk State University with an Honorary Doctorate of Laws.

Religiously, Delegate Spruill is a Methodist holding lifetime membership at St. Joseph A.M.E. Zion Church, Chesapeake, where he currently serves as Chairman of the Trustee Board. He has done a great service to help churches throughout the Commonwealth and beyond.
Civically, Del. Spruill was the organizer and past president of West Munden Civic League; South Norfolk Civic League; Hollywood Civic League; and Georgetown Civic League. Due to his community service in the civic leagues, it led to his appointment to the Chesapeake Planning Commission where he served as Chairman. In 1988, he was elected to Chesapeake City Council, where he served diligently until 1994, upon election to the Virginia House of Delegates.
Politically, Delegate Spruill serves on Commerce and Labor Committee, Rules Committee, Health, Welfare, and Institutions Committee, Counties, Cities, and Towns Committee of the Virginia House of Delegates. He also serves on the Commission on Unemployment Compensation and the Commission on Joint Legislative Audit Review in his capacity as Delegate. He also was founder of Chesapeake’s first Block Security Program, and a member of the Chesapeake Democratic Committee, Life Member of NAACP, The Chesapeake Men for Progress, Fourth Congressional District Committee of the Democratic Party of Virginia, and served for seven years as a member of the Democratic National Committee.
Del. Spruill has served in numerous leadership positions in the Virginia House of Delegates Democrat Caucus.
Fraternally, Most Worshipful Past Grand Master of Prince Hall Grand Lodge of Virginia; Past Master of Providence Lodge #189; and Sigma Pi Phi Fraternity Beta Lambda Boule.
He is the proud father of one daughter – Nadia, three sons – Lionell, Jr., Clayton, and Tony, and grandfather to six grandchildren.
